Ports and railroads are straining in part because of Washington's failure to adopt an infrastructure program. But some Class 1 railroads, CSX in particular, are cutting back on intermodal service to favor more profitable freight. If things don't change, and we continue up this progression, by 2026, we will be at 170,000 drivers short.
