Well, the new National Freight Strategic Plan from the US DOT answers that question, as shown in the chart below from the report:
Who would have guessed Laredo, TX would top the list?
Another sort of surprise: Detroit at number 8, until we remembered all those imports and export volumes travelling over the Windsor Bridge.
