The executive order for these actions states that the tariffs are aimed at the (sometimes competing) goals of removing foreign barriers to US exports and creating barriers to foreign imports, both as ways to increase or restore domestic manufacturing. These duties will be applicable to all exports not loaded by April 9, 2025.
