In addition, were the out-of-route miles and loading/unloading times at each stop allowed for when the Cleveland stop was considered? At this point we know that Kentucky must ride FTL due to time restrictions, and Cleveland has a short transit time and is over the LTL weight limit. That one missed its drop appointment as well.
