When Mr. Wilson, 59, was released in 2013 he sought out training at Goodwill, where he learned to drive a forklift. It removes age restrictions on interstate transportation by licensed commercial drivers and strengthens safety-training standards across the industry. Those skills led him to a part-time job at a FedEx Corp.
