Freight rates were relatively calm back when the full enforcement of the ELD mandate went into effect on April 1, as conditions had already settled into what’s feeling like the "new normal." Basically every major van freight market not named “Seattle” had higher rates last week, especially Houston, Columbus, and Buffalo.

Freight rates have steadily declined since the Fourth of July, but they're still high. Demand for trucks rose in Los Angeles and Atlanta , but that was offset by declines in Texas (more on that below). There isn’t much urgency for long-haul freight at this time of year, so a lot of shipping has moved over to rail.

Freight volume continues to be strong for vans, especially in the South, where some rough weather disrupted freight movements last week, and produce harvests occupied the reefers that might have hauled dry van freight in the off-season. Of all those, Atlanta was an absolutely red-hot market last week.
