Harvey downgraded to a tropical depression on Wednesday night, August 29 but heavy rains and life-threatening flash floods are expected to continue in and around Houston, Beaumont/Port Arthur, eastward into southwest Louisiana for the rest of the week. According to reports, there is no vessel movement and there are no ships in the channel.
